The Opportunity

We’re looking for a talented Business Improvement Analyst to join the City of Melton as we embark on a Technology Change Program (TCP) to improve efficiency and productivity, enhance innovation, support data driven decision making and improve customer experience and employee satisfaction.
The successful candidate will play a key role in supporting the Technology Change Project by capturing improvements to processes, systems and business practices in Council’s OneCouncil system/platform (TechnologyOne).
You will be engaging with stakeholders to evaluate current business processes using data analysis, stakeholder feedback and performance metrics to identify areas for improvement. You’ll also be expected to lead the adoption of business improvements and information technology initiatives through customer engagement.

Key Responsibilities
- Engage with stakeholders to understand challenges, assess and document existing business processes and workflows, ensuring alignment between business needs, process designs and technical solutions.
- Capture and analyse ‘As-Is’ business process models using approved methods and tool with a focus on identifying opportunities for standardisation and streamlined workflows that support efficient, consistent practices for the Technology Change Program.
- Communicate future and upcoming information technology changes and system developments to stakeholders, providing guidance on how they can capitalise on future improvements.
- Identify inefficiencies, bottlenecks, and opportunities for automation or streamlining.
- Contribute to change management strategies, including training, documentation, and communication plans.
To be successful in this role you will have the following:
- Tertiary qualification within either an IT, project or business-related field with substantial business analysis experience working within a medium-sized corporate environment within the same industry.
- Proficient in stakeholder engagement and management, creating rapport and representing the TCP program professionally.
- Proficient in business analysis and process improvement work methods, frameworks, tools and techniques, including plan-driven and change driven approaches.
- Knowledge of local government, such as specific business processes, systems and technologies, legislation and best practices including but not limited to digital services, customer and business engagement.
- Proficient in facilitating workshops, opportunity exploration and issue resolution, understanding and processing user requirements and conducting analysis.
