The Opportunity
Following the successful delivery of the Technology Change Program (TCP) Phase One, Melton City Council is entering an exciting next chapter of transformation.
TCP Phase 2 is a key part of Council’s broader Transformation Program focused on modernising and optimising our technology environment, improving operational efficiency and delivering better, more responsive services to our community and stakeholders.
Reporting to the Program Architect, this role plays a critical part in implementing Council’s new TechnologyOne OneCouncil platform, helping to embed new ways of working and realise the full benefits of a modern, integrated enterprise system.
Key Responsibilities
- Lead end-to-end delivery of complex IT programs aligned to Council’s strategic and business priorities.
- Oversee solution design and implementation to ensure outcomes meet functional technical and operational needs.
- Establish strong program governance including planning, reporting, risk and issue management.
- Coordinate cross-functional teams and external vendors to deliver key milestones on time and on budget.
- Manage program plans, schedules, budgets, resources proactively identifying risks and dependencies.
- Provide clear, insightful program reporting to senior stakeholders and executive sponsors.
- Drive collaboration between technical teams and business stakeholders to translate requirements into effective solutions.
- Champion continuous improvement in program delivery tools, practices and ways of working.

About you
To be successful in this role you will have the following:
- Proven expertise in IT program and project management, driving the planning, execution and delivery of complex technical initiatives.
- Strong knowledge of SDLC, enterprise architecture, cloud and infrastructure technologies, and to guide solution design, system integration and deployment across enterprise IT environments.
- Hands-on understanding of IT security, data privacy, compliance, and ITIL/CAB processes ensuring secure, well-governed service delivery.
- Experience in managing vendors and third-party partners to successfully deliver IT programs.
