The Opportunity

The Senior Risk and Insurance Advisor is responsible for providing specialist advice and leadership across Council’s enterprise risk management and insurance functions.

The position supports the Manager, Risk and Compliance in implementing Council’s Risk Management Framework and Insurance Strategy while leading the delivery of organisation-wide risk management activities, insurance programme management, and claims oversight.

The role is responsible for facilitating risk management across the organisation, providing expert advice to leaders, supporting organisational capability development and driving continuous improvement initiatives that strengthen governance, organisational resilience and informed decision-making.

The position also leads Council’s insurance programme, providing oversight of insurance claims, insurer relationships, claims analytics and strategies that minimise Council’s financial exposure.

Key Responsibilities

  • Support the implementation, embedding and continuous improvement of Council’s Enterprise Risk Management Framework to strengthen governance, accountability, and informed decision-making.
  • Lead and facilitate risk assessments across Council, ensuring risks, controls and treatment actions are clearly identified, assessed, and documented.
  • Provide specialist advice, guidance and support to risk owners, leaders and business units to build risk capability and promote consistent risk management practice.
  • Coordinate Council’s insurance programme, including policy renewals, declarations and coverage reviews, to ensure appropriate protection is maintained across Council operations, assets and activities.
  • Manage relationships with insurers, insurance brokers and internal stakeholders in relation to policy coverage, claims management, renewals and insurance-related advice.
  • Analyse claims data and trends to identify risk reduction opportunities, improve claims performance and minimise Council’s financial and operational exposure.

About you

To be successful in this role you will have the following:

  • Demonstrated experience in enterprise risk management, including facilitating risk assessments, maintaining risk registers, and supporting the implementation of risk management frameworks.
  • Demonstrated experience managing or coordinating insurance programmes and insurance claims.
  • Demonstrated ability to provide specialist advice and influence stakeholders across all organisational levels.
  • Highly developed analytical, problem-solving and report writing skills.
  • Demonstrated experience developing and delivering risk management training, guidance or capability initiatives.
  • Experience within local government or a similarly regulated environment is desirable.
